ArmInfo. The Prime Minister of Armenia Karen Karapetyan is concerned about disproportion in the development of the regions of Armenia. In this regard, on August 3 at a meeting of the Cabinet of Ministers, he called for the development of criteria for assessing the effectiveness of the heads of regional administrations.
According to the prime minister, the government is ready to stimulate programs for the development of infrastructures at the local level, moreover, to provide direct assistance in the process of its implementation, on the condition that local and regional authorities themselves will show sufficient initiative in terms of mobilizing their own resources and launching effective activities.
Karen Karapetyan noted that in the issue of planning local budgets, local authorities showed sufficient ambitiousness, as a result of which the region's own revenues, excluding Yerevan, increased by 17.3%. The index on collecting of own incomes for the first half-year of this year also reassures. Exceeding the actual indicator of the previous year by 950 million drams.
At the same time, as the prime minister stressed, the studies revealed a number of common problems requiring efficient and operative solutions. In particular, the order of planning and execution of own revenues of local budgets requires a cardinal revision. A substantial disproportion, sometimes at times, is noted both in the physical volumes of services provided by local authorities and in the costs of these services.
An important role in the process, as the head of government pointed out, is the heads of the regions. In this regard, the Prime Minister instructed the Minister of Territorial Administration and Development to submit to the Government Office within one month the procedure for assessing the effectiveness of the governors. The head of the government called for considering the indicators on attracted investments, the number of new jobs, the share of paid medical services in the annual budget, the number of families below the poverty line, the development of farms and modernization of the sphere, as well as programs implemented in Community-private partnership, etc.
"We developed passports of the regions, where the region is assessed according to 69 criteria, and 11 major criteria for assessing the work of the regional team for the year will be submitted for approval," the Prime Minister of Armenia said.Note that according to the development strategy of the regions for 2017-2025, it is expected that by 2025 in each region of Armenia, GDP per capita will exceed 60% of the national average. In the specified terms, it is planned to create 50 thousand highly skilled jobs, not including jobs in the field of agriculture. Only in 2017 is expected to create 3 thousand jobs.
