ArmInfo. Armenian Government will give the communities of the republic property worth 6.1 billion AMD. The corresponding decision was made at the meeting of the executive body on October 12.
As the Minister of Territorial Administration and Development David Lokyan noted in his speech, it is about the transfer of property to 15 communities of 5 districts of the republic, mainly gas pipelines and irrigation systems. In total, the program will involve 115 settlements. The minister considers this a precedent, because previously such large-scale assets to local governments were not transferred. Thus, communities may have opportunities to attract serious credit resources. David Lokyan considers it necessary to continue this process, passing to the local authorities the largest amount of state property. Assets management will be carried out by the communities themselves. The minister pointed to the problem with gas, the pipelines of which were brought to the border settlements, but due to lack of funds from residents of the villages of Koti, Voskevan, Voskepar, etc., they were not brought to their homes.
In his turn, RA Prime Minister Karen Karapetyan recalled that a special regime operates with respect to the border communities. Those communities that do not have gas have the opportunity to take an alternative option. But where the use of gas is possible, an appropriate approach is needed. The prime minister instructed together with the company "Gazprom Armenia" to study this issue. He stressed the importance of the decision taken today, but pointed to the need for effective management of assets transferred to the ownership of communities. "Otherwise, we can face problems," the head of the Armenian Government said.
