As the chairman of the Eurasian Economic Commission Tigran Sargsyan said, we have to rethink whole time about where the process of integration is and where it is going. He stressed, at the same time, that globally integration is a natural space for our citizens and business. And this means that it is necessary to remove barter to create favorable conditions. And so, to ensure them, today the question arises of the need to strengthen the pace of the integration movement through, first of all, institutional reforms.
According to Sargsyan, to ensure the pace of integration of the EAEU country, a supranational body (ECE- Editor's notes) has been established which should reflect the interests of all. Parameters were defined - common markets for services, goods, labor, capital. That is, we are talking about common tariffs, technical regulations, phytosanitary norms, etc. All this is being created, but, as Sargsyan said, there are a lot of problems in law enforcement practice, serious obstacles on the part of national governments that have their own interests and conflicts of interest. "Common interests are put on the back burner, and national governments set their goals, often short-term goals," he stressed, noting that the Eurasian Commission is powerless in such cases, since it has no powers. It is in a position to monitor the situation and make recommendations, but it is impossible to compel national authorities to follow the decisions and rules of the EAEU. As Sargsyan said, in this case only the courts of law remain to be used. In this context, it is necessary to expand the authority of the ECE, which will increase the pace of integration processes and at the same time, the extent of the responsibility of the Commission itself for the type of work of the European Union. The head of Eurasian commission was supported also by the head of the Eurasian Development Bank Dmitriy Pankin. According to him, the inconsistency of the policy of the EAEU countries reaches the level of strategic infrastructural projects. An example is the road and railroads, some of which are not cross-bordered. Otherwise, the EDB could more actively participate in the implementation of cross-border major investment infrastructure projects.
