ArmInfo. The government of Armenia will have time to prepare for submission of the state budget of 2019 in the format of program budgeting. On May 30, RA Minister of Finance Atom Janjugazyan stated during the parliamentary hearings on the execution of the state budget of Armenia in 2017.
According to the Minister, there is a lot of work to be done to develop budget programs and activities. "It will be difficult, but I think we will be in time," Atom Janjugazyan noted. It should be recalled that on December 14 of last year the National Assembly of Armenia amended the law "On the Budget System" and a package of accompanying laws, which envisaged from 2019 to present the draft state budget in the format of program budgeting. Responsibility for the implementation of each individual budget program will be borne by the appropriate authority. When implementing long-term programs in the package on the state budget, information will also be presented in which the detailed characteristics of these projects should be presented. In particular, it is about the timing of the implementation of budget programs, their impact on the state budget, and expectations for the next few years. The transition to program budgeting will improve the effectiveness of programs implemented at the expense of budgetary funds. It will provide an opportunity to present not only financial, but also the results of works, which in turn make it possible to evaluate the feasibility of programs.
