ArmInfo. In 2020, Armenia will implement a program to create an international financial center. On October 30, during the discussion in the parliamentary commissions on the draft state budget of the country in 2020, Emil Tarasyan, head of the RA President's Office, said.
According to him, over 1.5 billion drams, which is 420 million drams more than in 2019, is planned to be allocated to support the presidential apparatus in 2020. 90% of all budgetary funds will be allocated to support the apparatus, the building of the presidential administration, the payment of salaries, travel expenses. In the work of the president's office, evaluation criteria have been introduced - quantitative, qualitative and temporary. Quantitative criteria include charitable programs that are planned to be implemented next year. In total, there will be 22 such programs against 13 this year, and the number of beneficiaries from 5 thousand will increase to 8 thousand. Charity programs relate to areas such as culture, history, healthcare, education, science, sports, and youth. In 2020, the new program, Defender of the Frontiers of the Homeland, will begin to be applied, which is designed to provide the necessary assistance to wounded servicemen.
There are also provisions for the implementation of presidential initiatives, under which the number of beneficiaries from 2 thousand will now increase over the next three years to 3.5 thousand, deductions for travel expenses of the president and publication of speeches of the head of state in foreign media. Emil Tarasyan said that in 90% of cases the head of state makes his visits on scheduled airplanes. Temporary criteria include the timeline for considering citizens 'complaints, which will be reduced from 305 days to 2- 4 days. Thus, as Emil Tarasyan noted, the efficiency of consideration of complaints, requests and suggestions of citizens will increase. It is planned to fully digitize the work of the presidential apparatus. In 2020, under the auspices of the President of the Republic of Armenia, a number of authoritative international forums will be held, including the second summit of minds in Dilijan, and a forum of countries cooperating with China.
In total, there are 22 cars on the balance sheet of the presidential apparatus, 7 of which will be written off in 2020. Thus, 17 cars will remain. Of the 155 planned staffing units, as of today, 130 staffing units have been staffed. Last year, 10 employees out of 7,000 who submitted applications were selected based on the results of the competition. The problem here is not professionalism, but the structural changes that are taking place in the presidential apparatus and which are aimed at creating a flexible structure.
