On November 14, RA Minister of Finance Atom Dzhandjughazyan stated this from the rostrum of the parliament during the presentation of the draft state budget for 2020, answering deputies' questions about the reasons for the lack of funds for the implementation of the reform program.
According to the minister, discussions are currently ongoing in the government on the police reform program, which must be in tune with the strategic plans of the state. In this case, as the minister noted, this should not be about reforming the department, but about reforming the entire system. When the reform program is specified with the obligatory indication of the results, then it will be easy to find sources of financing, including from the state budget. In this case, Atom Dzhandjughazyan continued, it is possible that he will enter the parliament in order to amend the main financial document of the country. "The content of the program, which should be aimed at achieving specific results, is extremely important here," the head of the Ministry of Finance noted.
Earlier, ArmInfo reported that in 2020 the Armenian Police will receive 64.9 billion drams from the state budget, which is 0.8% or 0.5 billion drams more than the amount of financing the sphere in 2019. In total, within the framework of budgetary financing, it is envisaged to carry out 19 events in 10 programs in the RA Police system. Most of the budget funding will be directed towards maintaining public order. It is also envisaged to apply 114 criteria for evaluating the police service, which will improve the quality of work to a new level. It is planned to create two departments in the structure of the Police - combating criminal offenses and maintaining public safety. Moreover, both departments will be engaged not only in operational activities, but also develop the necessary legal documents. The process of creating mobile patrols will continue, the task of which will be the prompt response to the crimes committed and their resolution in hot pursuit, the maintenance of round-the-clock duty to maintain public order, and ensuring road safety. Using modern technologies, operational centers will be created in all areas, the data from which will be transferred to a single operator. The application of all these and other innovations will make it possible to significantly increase the work of police officers.
