So, according to the video published on the Facebook page of the executive body, in November, the Armenian government approved a program of state support for the implementation of small and medium greenhouses. The program is planned to be implemented through the provision of compensation and assistance in the construction of three standard models of greenhouses. The project provides for the construction of greenhouses for three years with a total area of about 35 hectares at the rate of 90 greenhouses per year. The cost of the program is estimated at 3.375 billion drams and envisages an increase in greenhouse production by 3600 tons per year. The state is ready to compensate from 30% to 50% of the costs of building greenhouses, which will be built according to specific modern criteria.
During the previous month, the Cabinet of Ministers granted the application of 5 companies for exemption from customs duties. The planned investment volume will be 3.6 billion drams, 320 new jobs will be created. 20 IT companies received a tax credit, 15-20% of them - representatives of the Diaspora.
In November, repairs were completed on roads of interstate and republican destination, 330 km long. 110 km of community roads have been improved as part of subvention programs.
At a Cabinet meeting on November 21, a decision was approved on the provision of housing certificates to about 112 families forcibly deported from Azerbaijan in 1988-1992. About 1.5 billion drams will be allocated from the Reserve Fund of the Government to solve the task.
Armenian authorities will provide 300 graduates of orphanages with housing certificates. The Ministry of Labor and Social Affairs (the author of the bill) intends to allocate additional 1.9 billion drams from the state budget for these purposes. Within this amount, certificates for the purchase of apartments will be issued to graduates of orphanages. The cost of each certificate will be 6 million 300 thousand drams (13 thousand dollars). According to the Ministry of Labor and Social Affairs, back in 2003-2013, the program participants recognized graduates of orphanages 1991-2013 who need housing. Of these, 218 people are still standing in line for the acquisition of housing. It is planned that they will take advantage of this program, as well as those who left the walls of the orphanage later (about 85 people), who do not have their own living space.
The government also approved a decision on a 10% increase in the salaries of 950 employees (300 of them are doctors), the ambulance service in Yerevan from January 2020, the salary of people working with citizens with intellectual disabilities will increase by 30% A. An additional 19 million drams will be allocated for the program for wheelchair users in need on the basis of issued state certificates.
1,000 families will be included in the poverty alleviation program. They will be provided with state support to engage in the production of beef cattle, and during the year they will retain the right to receive family benefits. The new military power supply system, by delegating this authority to the private sector, is already operational in 27 military units.
The government will direct 602 million drams to install a modern air conditioning and ventilation system in the National Art Gallery of Armenia.
In November, the government approved the "Strategy for Reforming the Public Finance Management System for 2019-2023." and "The program of activities of the public finance management system for 2019- 2023." The planned reforms in 14 areas are mainly aimed at increasing the level of control over the use of public resources, fiscal discipline and financial compliance.
