ArmInfo. Ministry of Justice of  Armenia together with the State Revenue Committee and the Finance Ministry is preparing a legal framework for providing QGD  inspectors with appropriate technical means. RA Minister of Justice  Rustam Badasyan stated this at a government meeting on January 9.

According to him, the use of technical means is necessary in order to  record violations in case of non- receipt of checks of cash registers  during trading operations. As the Minister noted, 80% of cases on  this issue are usually rejected by the courts of the country, since  it is difficult to prove the fact of non-receipt of checks. Often,  sellers appeal that they did not carry out trading operations. The  use of technical means will eliminate this possibility. The Minister  recalled that 2 years ago this mechanism was developed, but was not  applied due to objections from the Ministry of Finance. The main  problem here, as the minister stated, is the problem of interference  in the personal lives of citizens. By the joint efforts of the three  departments, as Badasyan noted, there is an opportunity to solve this  problem.

In his turn, the Prime Minister of the Republic of Armenia Nikol  Pashinyan urged to resolve this issue as soon as possible. According  to him, over the past 1.5 years, significant changes have taken place  in the field of Cash machines , an unprecedented increase in the  volume of issued checks has been noted, but there is still  significant untapped potential in this area. He pointed out the  importance of involving citizens who do not have the appropriate  leverage. "Our task is to ensure that citizens of the country possess  such levers, and not only during trading operations. A cigarette butt  thrown out of a car, garbage flying from a neighbor's window are all  problems that need to be solved. Often, a person who has recorded  such violations will encounter with the discomfort associated with  his calls to testify, various kinds of proceedings.For this reason,  citizens prefer not to pay attention to these offenses, and our task  is to find such mechanisms that would allow citizens am to control  the situation in the country with minimal discomfort for them, "the  RA Prime Minister stated. He added that he was not personally  interested in the methods of administrative influence, he was  interested in the issue of budget funds not being robbed. And the  lack of checks is a direct theft of budget funds, Nikol Pashinyan  emphasized.

We note, however, that recently, business entities have faced a  deficit of cash machines. In November last year, the head of SRCDavid  Ananyan said that in late November - early December 2019, businesses  will be able to import the first batch of cash registers (CRM) of a  new generation into Armenia. David Ananyan then recalled that by the  decision of the government of May 2018, the cash registers  market  was liberalized. At that time, about 4 thousand applications for new  vehicles were registered with about 14.5 thousand cash registers  in  SNCO "Office for the implementation of cash registers". 

But the demand significantly exceeded expectations for a number of  reasons: the use of the new generation of cash registers has become  mandatory since January 1, 2019, many business entities have come out  of the "shadow". In addition, the legislator decided that SNCO s are  authorized de jure from November 1 to serve, while free of charge,  only business entities operating in border regions. Today, there are  about 100-110 new devices at the Office's warehouse with a demand of  more than 10 thousand spacecraft, he noted. After the start of the  liberalization of the CRMs market, which de facto started in October  2018, a number of organizations took certain steps towards importing  new vehicles. At the same time, as the chief tax specialist pointed  out, there is a technical problem that needs to be addressed if there  is a desire to provide importers with access to the Cash Register  machines  market.

 As the head of the Committee explained, today the legislator  requires that the new generation of CRMs have the function of a POS  terminal. To implement this function, in turn, there is a need to  coordinate work with banking institutions, which will take a long  time. As a result, SRC suggests, while providing all the other  requirements for the device, to give the green light to its  implementation with the condition that the POS terminal function will  be activated over the next 6 months. "By doing this we will allow the  economic entities involved in the process to import devices as  quickly as possible," - said Ananyan.
