E-bidding procedure will change in Armenia

ArmInfo.  In Armenia, the procedure for conducting electronic trading will change. The decision on this was made at a meeting of the RA Government on January 30.   According to the Minister of Finance of the Republic of Armenia Atom  Dzhandzhugazyan, the change in the procedure for electronic trading  was the result of monitoring in procurement system. The purpose of  the presented document is to exclude cartel conspiracies. Often there  are times when a bidder who won the auction does not sign the  contract for one reason or another. In this case, the minister  continued, the second participant comes into force, having offered a  higher price for the service. 

Today's decision of the government establishes a provision according  to which, upon refusal to conclude an agreement on the supply of  goods and services, the results of the auction are invalid. "The  logic of the government is that both bidders can come to a cartel  conspiracy, as a result of which the cost of services and goods  increases. Now this loophole will be eliminated," the Minister of  Finance emphasized.
