ArmInfo. In Armenia, it is necessary to radically change the vicious practice of applying the system of public procurement from one person. On February 21, on the sidelines of the parliamentary hearings in Yerevan, MP of the National Assembly of the Republic of Armenia from the Prosperous Armenia faction Sergey Bagratyan told reporters.
According to him, at present, as a rule, related parties participate in tenders. The representative of the state agrees in advance with the business entity on the subject of goods and services, after which he submits a question to the competition according to the already "agreed" nomenclature. As a result of the application of this vicious practice, subjects dominating the market are increasingly appearing. The MP stressed that the issue of public procurement, along with customs and tax administration, is one of the most important conditions for the implementation of the economic revolution. And in this context, he urged to abandon the no less vicious practice of acquiring goods and services from one person. "What is happening in reality? A tender is announced during which the winner is not revealed, as a result of which purchases are made from one person. Who does not understand that the tender was held taking into account this particular factor," the MP said , calling for a radical review of the provisions of the current legislation, which allows involving as many business entities as possible in the procurement process.
It should be noted that during the parliamentary hearings, RA Minister of Finance Atom Janjughazyan announced innovations, one of which will be the transfer of the procurement issue from the state representative to the country's banking system.
