EBRD to assist Armenia in introducing e-procurement system

ArmInfo. The European Bank for Reconstruction and Development will assist Armenia in introducing an electronic procurement system.

As the press service of the Ministry of Finance of the Republic of  Armenia reports, on March 5, with the participation of EBRD  representatives, discussions were held on the new e-procurement  system, which is expected to be ready in 2021. The idea of  introducing a new e-procurement system is in line with the activities  of the Government of the Republic of Armenia and the strategic  program of actions for reforming the system public finance management  in 2019-2023. As part of this process, a preliminary agreement was  reached with the EBRD on the implementation of the system with the  support of the Bank.

In this regard, discussions were held with the participation of the  Bank's consultants, during which the consultants presented the  business model of the system, as well as the conditions associated  with the functional and technical structures. Following the meeting,  the consultants agreed to provide additional justification for the  proposed business model. The new system will expand the circle of  beneficiaries, as well as information collected using an open data  management model. Under the new system, an automatic analysis and  monitoring of the procurement process will be provided.

The purpose of the changes is to create a more modern e-procurement  system in the region that would meet the needs of Armenia.
