The initiative to hold such a meeting was made by Alexander Lukashenko as the leader of the country presiding in the Eurasian Economic Union. The Belarusian leader emphasized the presence of urgent issues requiring detailed discussion at the highest level. In development of the conversation, the Belarusian leader instructed the chairman of the EEC Board, Mikhail Myasnikovich, to work out this issue from each side and bring to them the positions discussed. If the heads of state agree, Belarus will propose that the meeting be held in an extremely narrow composition, guaranteeing complete security to each member of the arriving delegations. An alternative option for holding this discussion, according to the Belarusian side, could be a video conference with the participation of leaders of the Eurasian Economic Union.
