At the same time, Bereberyan noted that banks use every opportunity to not give loans to farmers: <For example, a person imported planting material, tools, customs, in turn, imposed fines and he can't get a loan to pay this money >. From day to day, the bank, according to Berberyan, reschedules the decision, requesting each time another document from the farmer. In this vein, he emphasized that the government should not work with banks, but with farmers.
