
ArmInfo. Armenia's mineral resource industry has failed and solving the existing problems requires higher standards, Oleg Dulgaryan, Head of the Community Support Center, stated at a discussion on Minerals Industry Development Strategy.
According to him, the document does not reflect the beneficiaries' concern. Many of the proposals made by experts and civil society have been disregarded or partially accepted. The strategy must be aimed at not only dispelling public mistrust of the mineral developers but also developing the industry.
"The document does not contain any points on safety and health protection, compensation for environmental damages," the expert said.
Vikroria Burnazyan, an expert for the Ecolur NGO, points out the absence of public hearing of the projects presented by mining companies. According to the document, the Government is authorized to state its position on the project, which implies that the local communities' opinions will not be considered.
"Public hearing is a mere formality now. Such events are often attended by mining industry managers and affiliated persons, whereas local residents are often not informed of the events or are unable to defend their positions," Burnazyan said. She pointed out the problem of simplified procedure of transfer of land right as well as that of environmental impact assessment for lack of experts.
The final project of the Minerals Industry Development Strategy was discussed late last month. The strategy is aimed at ensuring the mining sector's progress - the mining industry's positive role in ensuring Armenia's sustainable development and economic progress.
