40% of Armenia`s 2023 on-budget expenditures intended for social  sector

ArmInfo.The on-budget social expenditures will be increased by about $166mln next year (the budgeted AMD/USD exchange rate is AMD 404.74/$1), according to the  2023 budget message. 

State budget revenues are expected to total AMD 2,301.3bln or 24.7%  of the GDP against AMD 2,042.5bln or 24.6% of the GDP expected this  year and the actual AMD 1,683.8bln or 24.1% of the GDP last year. 

The on-budget expenditures are expected to be increased by about AMD  406.1bln, up to AMD 2,590.1bln (27.8% of the GDP) against AMD  2,246.7bln (27.1% of the GDP) expected this year and the actual AMD  2,004.3bln (28.7% of the GDP) last year. Current expenditures total  AMD 2,042.5bln (78.9% of the total on-budget expenditures or 21.9% of  the GDP) against AMD 1,857.0bln expected this year (22.4% of the GDP)  and the actual AMD 1,788.0bln last year (25.6% of the GDP). The  budgeted deficit is 3.1% of the GDP or AMD 288.9bln against AMD  204.2bln expected this year (2.5% of the GDP) and the actual AMD  320.5bln or 4.6% of the GDP last year. 

Next year, the on-budget social expenditures are expected to total  AMD 1,046,018,500,000 against the approved AMD 929.603bln or 42.6%  this year and the actual 960,012,600,000 last year. 

In 2019, 2020 and 2019, on-budget social expenditures totaled AMD  453,921.2mln, AMD 546, 575.7mln and AMD 620,005.4mln respectively. In  2022, the expenditures decreased by 73.4mln as compared with 2021.  Next year, the financing is expected to show an upward trend, up to  AMD 648,476.2mln, with the funds to be primarily directed to the  social protection of old people and people with disabilities, payment  of social benefits. Moreover, funds will be allocated to promote  child-bearing and support large families. 

A total of AMD 212.1bln will be directed to education (an AMD 19bln  increase or 8.8% of the total social expenditures) against AMD 193bln  this year and AMD 149.1bln last year. 

The health sector's financing will reach AMD 1149.1bln (5.8% of the  total expenditures) against AMD 122.4bln (5.6%) this year and AMD  160.5bln (8%) last year. Amid the global challenges, the funds will  primarily be directed to control the pandemic-caused risks and  provide vaccines to the population, as well as to ensure rapid  response to healthcare risks. 

A total of AMD 567.7bln (an AMD 69.3bln increase) is intended for  general public services and reserve funds against AMD 498.4bln  (22.8%) this year and AMD 380.9 (19%) last year. 

The on-budget expenditures for defense, law protection, security and  judicial system are expected to total AMD 708.6bln (an AMD 190bln  increase or 27.3% of the total expenditures) against AMD 518.6bln  (23.7%) this year and AMD 496bln (24.7%) in 2021. 

The on-budget expenditures for the economic sector are to reach AMD  267.7bln (10.3% of the total expenditures) against AMD 237.3bln this  year (10.1%) and AMD 167.3bln (8.3%) last year. Specifically, a total  of AMD 240.9bln is intended for economic relations against AMD  211.6bln last year and AMD 151.7bln in 2021. Environmental protection  expenditures are to reach of AMD 8.9bln against AMD 9.7bln this year  and AMD 6bln last year. A total of of AMD 17.8bln is intended for  housing construction against AMD 16bln this year and AMD 9.5bln last  year.
