ArmInfo.The National Assembly of Armenia, at an extraordinary meeting on December 23, in the second and final reading, introduced amendments to the Tax Code, which provide for the introduction of a system of universal declaration of income.
According to RA Deputy Minister of Finance Arman Poghosyan, after the first reading, numerous discussions were held on the amendments to the Tax Code submitted by the government, as a result of which numerous proposals were received. In particular, we are talking about three groups of changes, the first of which concerns the deadlines for submitting declarations and the circle of persons who must submit declarations. Citizens under the age of 18 will be removed from this group. In addition, the deadlines for the submission of declarations for labor migrants, citizens repaying interest rates on mortgages at the expense of income tax and notaries are postponed until 2025. Persons who repay mortgages at the expense of income tax are removed from the system of citizens enjoying social benefits. At the same time, they are relieved of responsibility for non-submission of declarations or their submission with errors in the form of payment of the entire amount of income tax, which is subsidized by the RA government.
The second group of changes concerns responsibility, within the framework of which the institution of prevention will be introduced. This is necessary to increase the tools for awareness and notification of citizens rather than in order to adhere to a tough position. Accordingly, Poghosyan continued, the penalties for non-submission of declarations on time or incorrectly executed declarations are reduced. In particular, for business representatives, liability is provided in the form of a fine of 50 thousand drams, and for other citizens - a symbolic 5 thousand drams. If within 30 days these categories of citizens do not correct inaccuracies, the amount of fines will double.
The list of persons who will have the opportunity not to submit a declaration will include those citizens who are carriers of classified information. This, according to the Deputy Minister, is aimed at not generating the emergence of risks.
The deadlines for submitting declarations are also changing. Instead of April 20, the deadline is now May 1.
