ArmInfo. Since April 15, 2024, carbonated and non-carbonated waters in Armenia will undergo digital labeling according to EAEU standards. The resolution was adopted on April 18 at a meeting of the RA government.
In particular, as stated in the rationale of the document, internal stamping mechanisms and the EAEU standard are currently in effect on the territory of the Republic of Armenia. To sell water within the Republic of Armenia, economic operators use the stamp stamping mechanism. At the same time, the EAEU has developed a new standard for stamping using identification. To export their goods to the EAEU countries, entrepreneurs must place a digital excise tax on the goods, if this is mandatory for this product within the borders of the exporting state.
The abovementioned two mechanisms have several features. In the case of excise stamping, information about each piece of product is not fully transmitted to the State Revenue Committee of the Republic of Armenia, which does not make it possible to ensure the full traceability of each piece. Meanwhile, marking with identification means is a newer solution that allows you to control the movement of each piece of goods from entry into circulation to consumption and completely transfer information to the government agency. This creates the opportunity to combat the shadow and circulation of counterfeit products fully
By this decision, the RA Cabinet of Ministers establishes rules for labeling products classified as codes 2201 10 110 0, 2201 10 190 0, 2201 10 900 0, 2201 90 000 0 within the Eurasian Economic Union. As a result, the introduction of a system of numerical labeling of carbonated and non-carbonated waters using identification means will lead to a reduction in state budget expenses (currently the state pays for excise taxes, and in the case of digital stickers, the costs are borne by the business).
In addition, The amount to be paid by Armenian exporters to the operators of other EAEU countries for control marks will be paid to Armenian businessmen from now on and will have a positive impact on the RA economy. As a result, there will be a unified form of stamp for the entire EAEU. Integrating the system with the relevant state bodies will ensure the control of the entire cycle of circulation of goods, from production or import to consumption. The public will carry out the control of the authenticity of the products through a special mobile app.
