ArmInfo.The Armenian government proposes to make changes to the car trade system within the framework of the "Trade-in" program (exchanging an old car for a new one with an additional payment). At May 17 meeting , the RA NA Standing Committee on Economic Affairs issued a positive conclusion on the amendments to the law "On Trade and Services" submitted by the executive body.
As RA Minister of Economy Gevorg Papoyan noted in his speech, according to the amendments, it is proposed to introduce the concept of the type of trade "Trade-in" into the bill, which will be permitted if car sellers have an appropriate license issued by the Ministry of Economy. The Minister noted that currently the Association of Official Representatives of Automanufacturers has twelve members, of which only three organizations have received a license to carry out commercial activities under Trade-in transactions, having carried out a total of no more than ten transactions. This figure is significantly lower than forecasts expected during the discussion of the reform package.
Papoyan emphasized that according to the information received from entrepreneurs in the field, the current rules are not clear and give rise to different interpretations. In order to eliminate different perceptions of the concept of "Trade-in" as a type of purchase of a vehicle, it was necessary to clarify the concept of this type of trade in legislative level. In addition, in order to enhance the trade-in instrument and increase the number of organizations wishing to obtain a license, it is proposed to expand the definition of the type of "purchase of vehicles within the framework of Trade-in" activity. It is proposed to consider cases when a distributor or dealer of a manufacturer is considered a variety of Trade-in of motor vehicles acquires from an individual any type of motor vehicle belonging to this individual, and carries out retail sales of this motor vehicle to any individual," the Minister of Economy said.
According to him, individuals have a new opportunity to sell and buy cars. "This is a good opportunity to develop our market and protect consumer rights," Gevorg Papoyan said.
