ArmInfo. Representatives of civil society in Armenia will have the opportunity to monitor the implementation of contracts concluded as a result of procurement procedures. The decision on this was made at a government meeting on May 23.
Presenting the project, RA Minister of Finance Vahe Hovhannisyan noted that the conditions for public control over the implementation of the law "On Procurement" will become more flexible. Non- governmental organizations and media representatives who have expressed a desire to participate in the process of assessing the implementation of contracts, having registered with the Ministry of Finance of the Republic of Armenia, will automatically have the opportunity to participate in the process through their observers, unless we are talking about state secrets. The data of registered organizations and observers will be published in the official bulletin of the public procurement system. At the same time, observers will be provided with certificates that will ensure unhindered participation in the processes. When exercising control, organizations that took part in tenders but did not win them will also receive the right to monitor them. One of the main requirements for observers is that they do not interfere with the competitive process, and that when visiting areas where construction is taking place, they observe safety measures.
In this regard, the Prime Minister of the Republic of Armenia pointed out that with the adoption of this decision, the country's authorities are demonstrating their attitude to the principle of transparency.
