ArmInfo. The Ministry of Finance of Armenia intends to transfer the function of monitoring the expenditure of public funds to the State Control Service under the Prime Minister. This was stated by the head of the department, Vahe Hovhannisyan, on May 29 in parliament at a hearing on the implementation of the budget for the past year.
According to him, the corresponding legislative initiative will be sent to parliament soon.
Referring specifically to expenses in the Ministry of Internal Affairs of the Republic of Armenia, the head of the financial department said that the Ministry of Finance, due to limited resources, is physically unable to track all expenses. "Last year, the Ministry of Internal Affairs did not conduct any inspections. Inspections are carried out in accordance with our risk assessment methodology," he clarified.
After transferring the function of controlling expenses, it will be possible to track and evaluate the effectiveness of any expenses, which is not being done at this stage. "Our goal is to introduce a new mechanism for assessing effectiveness," the minister said.
