ArmInfo. The RA government intends to create a legal basis for financing research and development work when submitting applications for the development of military products.
The country's Cabinet of Ministers approved amendments to the law "On the military-industrial complex" at a meeting on August 1. According to the RA Minister of High-Tech Industry Mkhitar Hayrapetyan, it is envisaged, in particular, to form a procedure by which military-industrial complex enterprises will be guided. The document also grants the RA government the right to finance the production of approved samples of military products. In order to effectively organize the work, it is envisaged to create a state authorized body in the military industry, which will approve individual programs of state support for business entities engaged in the military-industrial complex.
This measure is aimed at simplifying the process of developing and testing new defense technologies. Often, testing requires certain equipment and components, which must be provided by the Ministry of Defense. In each specific case, two ministries, in this case, Defense and High-Tech Industry, spend time coordinating the procedure for the delivery and acceptance of these items.
With the adoption of the law, the process will go much faster; an order from two ministers will be enough for this. In addition, the issuance of funds to developers for the creation of military samples will be simplified. The RA Ministry of Defense and the General Staff set the task of conducting tests in large volumes and on a larger number of samples, for which money is not provided. As a result, developers are forced to either look for new investors or conduct crowdfunding. To avoid such incidents, additional funds will be provided, and the procedure for their issuance will also be agreed upon.
