ArmInfo. In 2025, the budget of the Ministry of Defense of Armenia will be approximately 665 billion drams, or 110.7 billion drams more than in 2024. This is stated in the message to the draft state budget for next year. According to the document, under conditions of ensuring GDP growth of 5.6%, 3.5% GDP deflator and average inflation of 3.6%, the state budget revenues of Armenia in 2025 will increase by 279.5 billion drams - to 2 trillion 873.1 billion drams (about $7.4 billion).
State treasury expenditures are planned at the level of 3 trillion 482.4 billion ($7.8 billion) or 25% of GDP, of which 2 trillion 749.2 billion drams will be current expenditures (24.9% of GDP). 733.2 billion drams ($1.88 billion) or 6.6% of GDP will be expenses on non-financial operations (capital investments), which is higher than the planned figure for 2024 of 695 billion drams ($1.79 billion), and expected by this project - 639.3 billion ($1.65 billion) - 6.3% of GDP. According to the results of last year, capital expenditures amounted to 472.6 billion drams or 5% of GDP.
In general, in 2025, it is planned to allocate 915.6 billion drams (8.3% of GDP or 26.3% of all expenditures) in the areas of defense, public order, security and judicial activities, against 780.5 billion drams (7.4% or 24.3% of expenditures) for the current year.
In 2025, the RA Ministry of Defense plans to incur expenditures within the framework of five programs, for which 664,653.5 million drams are provided in the state budget, of which 256,970.8 million drams or 38.7% are for current expenditures and 407,682.8 million drams or 61.3% are for non-financial assets. The increase in expenditures compared to the RA state budget for 2024 will amount to 110,754.9 million drams.
In particular, the implementation of the priority program "Ensuring the Defense of the Republic of Armenia" will require 660,612.5 million drams (660.9 billion drams), which is 110,981.4 million drams more than the state budget of the Republic of Armenia for 2024. Within the framework of this program, expenses are envisaged for the maintenance of the armed forces, ensuring the combat readiness of the army, the purchase of military equipment, vehicles, communication equipment, barracks and technical property, food, uniforms, fuel and lubricants, as well as possible internal purchases of weapons and ammunition.
The RA state budget for 2025 has allocated 1.4 billion drams for the Military Medical Service and Healthcare program, which provides specialized rehabilitation medical services, organization of epidemic measures, routine repairs and maintenance of military personnel. The Military Education and Training program plans to provide training in military educational institutions and academies abroad. The RA state budget for 2025 has allocated 1.72 billion drams for these purposes. The International Military Cooperation program provides for funding for the maintenance of RA military attaches in foreign countries and military- political and military representatives in international organizations. Expenditures in this area increased by 121.5 million drams compared to the RA state budget for 2024, to 941.6 million drams, due to changes in the number of family members of seconded attaches, new appointments and changes in expenses for the rotation of attaches and representatives.
Within the framework of the "Humanitarian Demining and Expert Services" program, it is planned to conduct a survey, map the area to be demined, clarify the planned scope of work and plan the activities to be implemented. 321.1 million drams are planned in the RA state budget for 2025. 5,719.8 million drams are planned to be allocated for the development of the military-industrial complex in 2025. The goal of the project is to contribute to the development of the defense and security systems of the Republic of Armenia, in particular, to carry out research and development and experimental construction work to ensure the defense system.
