ArmInfo. Armenia will join the Council of Europe Framework Convention on Artificial Intelligence, Human Rights, Democracy and the Rule of Law. On December 27, the Armenian government approved the proposal to sign the document.
As stated in the explanatory note to the document, the Council of Europe Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law was adopted on 17 May 2024 by the Committee of Ministers of the Council of Europe at the 133rd session held in Strasbourg. Since 5 September 2024, it has been open for signature at the Conference of Ministers of Justice in Vilnius. The Convention was immediately signed by Andorra, Georgia, Iceland, Norway, the Republic of Moldova, San Marino, the United Kingdom, as well as Israel, the United States and the EU. Then, the countries (and the EU) must ratify it in accordance with national legislation. After which the Convention will officially enter into force.
The Convention is the first international legal document aimed at ensuring the protection of fundamental human rights in the field of artificial intelligence. In particular, the Convention aims to eliminate discrimination on the basis of race, religion and gender when identifying open biological data. for signature not only by member states of the Council of Europe, but also by countries that are not members of the Council of Europe.
Thus, the Convention establishes principles aimed at reducing the risks to human rights, democracy and the rule of law that potentially arise at all stages of the life cycle of AI systems. It applies to both the public and private sectors. The state can choose to what extent to assume obligations with respect to the private sector. The Convention does not apply to scientific research, national security and defense. The list of prohibited AI systems is determined by the parties independently.
