Compulsory barcoding for new groups of goods to take effect from  March 1, 2025

ArmInfo. The process of digital product labeling is being introduced in Armenia in stages,  starting in 2023. Tobacco products, alcoholic beverages, and packaged drinking water are already labeled with identification marks.

By government decision, digital labeling will become mandatory for new  groups of goods, the State Revenue Committee (SRC) of Armenia  reminded.  Thus, from March 1, 2025, the requirement will apply to:  carbonated and still drinks, soft drinks, pasta, tea and coffee,  animal and vegetable oils, chocolate and products containing cocoa,  canned goods, beer and beer drinks (FEA codes AA: 0901, 0902, 0903 00  000 0, 1504, 1505 00, 1506 00 000 0, 1507, 1508, 1509, 1510, 1512 11  910, 1512 19 900, 1515, 1516 20 960 2, 1517, 1602, 1604, 1605, 1806,  1901, 1902, 1903 00 000 0, 1904, 2001, 2002, 2003, 2004, 2005, 2006  00, 2007, 2008, 2009, 2101, 2202, 2203 00, 2209 00).

From June 1, 2025, this group will include: dairy products, meat  products, sausages and animal feed (HS codes: 0207, 0209, 0210, 0401,  0402, 0403, 0404, 0405, 0406, 1601 00, 1603 00, 2105 00, 2309).

From September 1, 2025, the requirement will apply to: refined  petroleum products, paints, varnishes and siccatives (HS codes: 2710  19 710 0, 2710 19 750 0, 2710 19 820 0, 2710 19 840 0, 2710 19 860 0,  2710 19 880 0, 2710 19 920 0, 2710 19 940 0, 2710 19 980 0, 3203 00,  3204, 3205 00 000 0, 3206, 3207 10 000 0, 3208, 3209, 3210 00, 3211  00 000 0, 3212, 3403 19 100 0, 3403 19 900 0, 3403 99 000 0).

From September 1, 2026, the requirement will apply to: medicines,  vitamins, perfumes, cosmetics, hygiene and care products (HS codes:  2936, 3002 41 000 0, 3002 42 000 0, 3004, 3006 30 000 0, 3006 60 000,  3303 00, 3304, 3305, 3306, 3307, 3401, 3402).

Before recycling products subject to labeling, manufacturing or  importing companies label them with identification means, such as a  two-dimensional Data Matrix barcode. It is applied or printed on the  product and is unique to each unit of the product, after which it is  registered in the E-mark system and scanned at the point of sale at  the end of consumption, informing the system that the product has  been withdrawn from circulation. Labeling with identification means  ensures traceability of the movement of goods from production or  import to end consumption. The new stamping system is also an  additional tool for improving administration.  Business entities may,  if they wish, switch to the new labeling system before the mandatory  labeling deadline. At the same time, business entities have the right  to use the labeling received on the basis of applications submitted  before the mandatory labeling deadline, until it is exhausted. To  implement labeling with identification means, the manufacturing or  importing enterprise must register electronically in the national  operator's electronic sign system, having received access to the  system.
