Armenia to get $250 million loan from  ADB to address housing needs  of internally displaced persons from Nagorno-Karabakh

ArmInfo.  During its regular session on October 30,  the Armenian government approved the signing of loan and grant agreements under the Transformative Housing  Reforms for Improved Vitality and Empowerment (THRIVE) program  between the Republic of Armenia and the Asian Development Bank.

As stated in the explanatory note to the document, by a Cabinet  decision dated May 16, 2024, Armenia is implementing a state support  program to provide housing to families internally displaced from  Nagorno- Karabakh. Currently, 3,100 families have received  certificates under the program, with 1,140 families having already  utilized them. Over 2 billion drams have already been disbursed from  the state budget under the program. The $250 million loan will be  provided on the following terms: a floating  interest rate, a loan  disbursement deadline of December 31, 2030, and an annual interest  rate  of SOFR + 0.8% margin (taking into account the SOFR rate on  September 29, 2025, which is 4.13%, the floating interest rate on the  loan will be 4.93%). The reserve fee is 0.15% per annum, calculated  on the unused loan amount. The principal will be repaid in 34 equal  semi-annual payments from December 15, 2035, to June 15, 2052. The  loan term is 27 years, including a 10-year grace period. Loan  servicing payments are due semi-annually, on June 15 and December 15  of each year.
