
ArmInfo. Armenia is extending the VAT-free import exemption for electric vehicles, but this exemption will only apply to vehicles manufactured after December 31, 2023. This was announced on December 2 from the rostrum of the National Assembly by Economy Minister Gevork Papoyan, who presented the amendments to the Tax Code in the first reading.
According to the minister, the current exemption is valid until January 1, 2026, and it is now proposed to extend it from January 1 to December 31, 2026. The tax preferences will apply to vehicles with electric engines manufactured in 2024-2026. This exemption has been in effect since 2019, and given the positive results, it has been decided to extend it. At the same time, as Papoyan recalled, a customs duty exemption is also in effect for the import of electric vehicles within the quotas established by the Eurasian Economic Commission. According to the commission, 7,000 vehicles were imported into Armenia from third countries in 2022, and the established quota for 2023-2025 was 8,000 electric vehicles per year. As of December 2, a similar quota for next year has not yet been established.
As a result of the tax incentives, the volume of electric vehicle deliveries to the domestic market has increased significantly. Specifically, 9,635 vehicles were imported in 2023, a 75% increase compared to the previous year, and in 2024, these volumes exceeded 11,700 units (a 22% increase). According to State Revenue Committee data as of November 19, 2025, 16,381 cars, 7 buses, and 2,479 mopeds and motorcycles were imported into Armenia this year. The minister noted that the import of electric vehicles will help develop a "green economy" and replace the old vehicle fleet with a new one. Papoyan also announced that amendments will be made to the document for the second reading, extending the benefits to trucks as well.
The vote on the document will take place on December 3.
