
ArmInfo. The State Revenue Committee (SRC) of Armenia reports that, in accordance with the Law "On Amendments to the Tax Code of the Republic of Armenia" dated December 17, 2025, the import or sale of electric vehicles in the republic is exempt from value-added tax (VAT).
Specifically:
1) From January 1, 2026 to and including January 31, 2026, the import or sale of electric vehicles falling under EAEU TN VED codes 8702 40 000, 8703 80 000, 8704 60 000, and 8711 60 are exempt from VAT; 2) Effective February 1, 2026, the import or sale of electric vehicles classified under EAEU TN VED codes 8702 40 000, 8703 80 000, 8704 60 000, and 8711 60, issued after December 31, 2023, into the Republic of Armenia will be exempt from VAT until December 31, 2023. The law entered into force on January 1, 2026.
According to the Eurasian Economic Commission, 7,000 vehicles were imported into Armenia from third countries in 2022, and the established quota for 2023-2025 is 8,000 electric vehicles per year. As a result of the application of tax incentives, the volume of electric vehicle supplies to the country's domestic market has significantly increased. Specifically, 10,980 units of equipment were imported in 2023, a 78% increase compared to the previous year. In 2024, these volumes exceeded 11,700 units (a 22% increase). The 2025 quota of 8,000 vehicles was distributed as follows: 5,000 of these would be imported by individuals and sole proprietors, as well as legal entities without direct dealer/distributor agreements with the automaker. The remaining 3,000 were permitted to be imported by dealers with distribution agreements concluded directly with the automaker and the relevant warranty and post-warranty service documentation. However, in March, it was reported that Armenia had completely exhausted its annual quota for duty-free import of electric vehicles for entities without distribution agreements. In November, Minister of Economy Gevorg Papoyan reported that from the beginning of 2025 to November 19, nearly 19,000 electric vehicles (including 16,381 cars, 7 buses, and 2,479 motorcycles or mopeds) had been imported into Armenia.
