Armenian Government  approves proposal on general principles of  liability for non-compliance with EAEU customs regulations

ArmInfo.  At its session on April 23, the Government of Armenia approved a proposal to  establish general principles of liability for non-compliance with  EAEU requirements in customs regulation.

As noted in the project's rationale, the Eurasian Economic Commission  Council, by its decision of January 30, 2026, approved a draft  protocol amending the Treaty "On the Specifics of Criminal and  Administrative Liability for Violations of the Customs Legislation of  the Customs Union and the Member States of the Customs Union of July  5, 2010." The draft was submitted to EAEU member states to facilitate  the internal state procedures necessary for signing the document.

The draft resolution specifies  that when establishing liability for  crimes and administrative offences, the parties must adhere to the  principles of legality, justice, humanity, equality before the law,  the presumption of innocence, the inevitability of liability, and   the proportionality of punishment.
