Arminfo. The European Investment Bank will assist Armenia in preparing a road safety and digitalization program. At its meeting on September 11, the Government of the Republic of Armenia approved the signing of the relevant agreement between the EIB and the RA Ministry of Territorial Administration and Infrastructure.
The rationale for the draft decision emphasizes that, as a result of discussions held in 2025, an agreement was reached on preparing a road safety and digitalization program in Armenia, as well as on cooperation in implementing a road network safety assessment system. Under the agreement, the EIB, as part of its technical assistance, will conduct a procurement procedure for consulting services and sign the relevant consulting services agreement to support the implementation of the road safety and digitalization project. At the same time, the consultant’s services will focus on improving road safety management, developing road safety audit systems, and creating mechanisms for managing accident-prone sections (sections with a high accident rate).
As part of the consulting support, general recommendations will be provided on the technical process of project development, assistance in attracting financing, conducting procurement and managing consulting services contracts, reviewing documents/reports submitted by the selected consultants and providing comments on them, as well as developing methodological guidelines on specific aspects of project preparation. The agreement does not create any property or financial obligations for Armenia, since the consulting services contract will be concluded by the EIB, while the payments stipulated in the contract will be made by the Bank.
