In the Armenian plastic card market, cashless transactions have exceeded cash transactions, accounting for 56% of the total volume (compared to  52.3% in 2024, 51% in 2023, and 40% in 2022), totaling 4.2 trillion drams ($11 billion) in absolute terms, according to data from the  Central Bank of Armenia.

ArmInfo.Starting April 1, pensions and benefits in Armenia will be paid exclusively by bank  transfer, Minister of Labor and Social Affairs Arsen Torosyan reminded at a government meeting on February 19. "We ask all our pensioners and benefit recipients to independently choose a bank and receive a bank card by March 5," Torosyan said.

ArmInfo. As of January 1, 2026, Armenian plastic market had over 5 million cards, with the  annual growth decreasing from 16.3% to 15.8%. Meanwhile, microprocessing cards with NFC chips experienced a slowdown in growth from 32% to 25%, totaling 4.3 million, which accounts  85% of the total number of cards, according to data from the Central Bank of  Armenia.

ArmInfo.The Central Bank of Armenia has set maximum commission fee limits for cashless payments made through physical POS terminals: 0.5% for ArCa cards and 0.9% for Visa and MC cards, as noted in a statement issued by the Central Bank of Armenia, which specified that these limits apply to  businesses with an annual turnover of up to 150 million drams.

ArmInfo. The Armenian Ministry of Labor and Social Affairs has made it possible for pensioners to apply for a bank card online. Furthermore, the ministry promises to  distribute bank cards to pensioners with limited mobility. This was  announced by Minister of Labor and Social Affairs Arsen Torosyan on  February 5 during a briefing, responding to a question from ArmInfo.

ArmInfo.  New legislation on the taxation of the banking system will be developed in the near future, as stated by Babken Tunyan, deputy head of the Parliamentary  Committee on Economic Affairs and member of the ruling "Civil  Contract" faction, to reporters  on February 5, while addressing the  Central Bank's recent changes to non-cash payment commission limits.

ArmInfo.In a decisive move to accelerate Armenia's transition to a fully digital economy, the Central Bank of Armenia has announced strict new limits on  acquiring commissions (fees paid to banks and payment systems for accepting cashless payments - Ed.).  Starting March 1, 2026, the fees  businesses pay to banks and payment systems for processing non-cash payments will be significantly reduced: 0.5% for ArCa cards and 0.9%  for international cards, as stated by Central Bank Chairman Martin Galstyan at a press conference on February 3.

It concerns cashback for non-cash purchases using ArCa National Payment System cards," Armenian Deputy Finance  Minister Edgar Mkrtchyan stated at a press conference on December 26,  answering a question from an ArmInfo correspondent about whether the  legislator has provided mechanisms to curb the rise in prices and  annual service fees for ArCa cards, given the projected increase in  the number of people wishing to purchase these cards, following the  Cabinet's adoption of a cashback program for ArCa card purchases.

ArmInfo. As of October 1, 2025, the Armenian plastic market contained over 4.7 million cards, with an annual growth rate of 15%. Moreover, the number of  microprocessing cards with NFC chips has almost doubled in three years, including a 26% year-on-year increase, reaching 3.9 million,  or 83% of the total number of cards, according to data from the Central Bank of Armenia.

ArmInfo.  The national payment system Armenian Card (ArCa) will soon start issuing  co-branded cards with the international payment systems MasterCard  and Union Pay.
