The problem with the implementation of budget programs for socially vulnerable groups of population in Armenia is caused not by lack of funds but by non-efficiency of the mechanisms, Head of the department of EU Cooperation Hoa-Bin Ajemyan stated today during the event attached to the results of evaluation of budgetary programs of EDRC with financial assistance from Oxfam and EU.
The representative of EU clarified that the mechanisms are non-efficient because the social programs should be targeted. According to the results of the independent monitoring it was revealed that 56% of disadvantaged families are not involved in the program of social assistance and another 44%, which are participants of eth program are in not such a bad social condition. Taking this statistics into account Ajemyan suggests constant work aimed at solution of this problem.
In his turn Deputy Minister of Healthcare Sergey Khachatryan noted that the ministry discusses activities aimed at raising the efficiency of social programs. At the same time the deputy minister also gave high assessment to the conducted monitoring.
The independent monitoring of the budgetary programs (Aid aimed at improving social condition of families and "Healthcare service for socially vulnerable people and people involved in special groups) is implemented within the program of "enlargement of civic society's participation and dialog aimed at improvement of policies" 670 thousand EUR was provided for the program, from which 610 thousand EUR from the EU and 60 thousand EUR from Osxfram. The goal of evaluating the budgetary programs is to raise the awareness of the population and efficiency of the implemented programs.
