The tools found at the basis of the Militaries Families Compensation Fund are exactly the pure essence of insurance, Vardan Aramyan, the Armenian Finance Minister, expressed his opinion during the conversation with journalists. According to Aramyan, the concept of the idea is a bit different of that presented by the Defense Minister Vigen Sargsyan. The responsibility in respect to the army is equal for all. Minister recalled, that as per of today, Armenia is found in a half-military conditions, which should make everybody to think over his responsibility for the army and for the country. The Army should have not only a mental support, but also material," Aramyan stated. In this context the framework being established now has not only a logical part, but also contains a philosophy. And for the proper work of this system we should secure the safety of its certain elements. The first important indicator of successful insurance is the forecast able permanent incomes, so that if an insurance case rises, to secure the reimbursement of lost incomes during 20-year period.
Minister said he is aware of the opinion stating the necessity of discovering shadow revenues, and of expropriation of corrupted state officials property, particularly, in respect to the Ministry of Defense, and drawing that assets to the needs of militaries' families. To note, if the Armenian Parliament approves the draft law, the specified Fund will be set up. Armenian Minister of Defense Vigen Sargsyan has recently reported to the President of Armenia on the commencement of a new program initiated and tasked by President Sargsyan, on the steep increase in payments of state insurance (a onetime as well as monthly payments) for the families of the servicemen killed or handicapped in military actions or in the course of military duty. The Armenian President's press office reported that the families of the killed and first degree handicapped individuals will receive a onetime compensation of 10 million AMD. The families of the second degree handicapped servicemen will receive a onetime compensation of 5 million AMD. Monthly compensations in case of death of the serviceman or the first degree handicap will make 300,000 AMD for the officers, 250,000 AMD for the junior officers and 200,000 for the privates. In case of becoming the second degree handicap, the compensations will respectively make 200,000; 150,000; and 100,000 AMD. That amount, in the form of insurance benefit, will be paid out for 20 years, which will make 82 million AMD for the officers, 70 million AMD for the junior officer staff, and 58 million AMD for the privates. The program will be financed through a special fund to which every working person will monthly contribute one thousand AMD.
Meanwhile, according to Artyom Asatryan, the Labor and Social Security Minister of Armenia the idea of such Fund should be acceptable for the public. "I think this load will not be put on those who receive lower salary. And for all the others a fixed fee of AMD 1000 will be set forth, which could become a conceptual olution," he said.
