The passport of Armenian fregions is ready, but it needs to be modelized, David Lokyan, the Minister of Territorial Development and Administration of Armenia stated summarizing the results of the year on December 23. " The documents will comprise the potential of country's regions - the gross production of agricultural sector, industries, trade, as well as the export volumes, employment and poverty levels in districts and the indicators of the average salary - everything that could help to create a complete picture for each region," the Minister clarified.
On December 23, during the meeting with representatives of ministries, state entities and district administrative bodies Karen Karapetyan, the Prime Minister of the Republic of Armenia informed that passports will be developed for all the regions of the country, stating the features of each region, development aspects and priorities. "We decided that every region should have a passport and a community program, and the governor should carry the responsibility for the funds invested, which will improve the investments environment," Karapetyan stated. According to him, passports will set the main priorities for district administrations activities. It is planned that the performance of administrations will be estimated due to both external and internal investment indications.
Following David Lokyan's wording, upon the results of the document development it will become clear, where and how it will be profitable to make investments in Armenia. From the point of investments Armenia is already divided to clusters. At the same time, according to the Minister, there were no criteria modified in respect to investment attractiveness estimation.
Following Minister's opinion, the Shirak marz is the less estimated region of Armenia. The Kapan region of the Syunik marz also needs re-evaluation of its potential. The GDP per person today is twice lower that in Yerevan. In Yerevan it forms approximately USD 5000, and the average indicator for the Republic is USD 3350, with that of USD 2100 in Shirak. The country cannot develop within such a disproportion. The document will get its final reduction after the Christmas holidays and will become basic for the evaluation of regions.
To mention, a larger and more significant document having similar goal has been approved by the Government in 2016, and this document is the greatest achievement of the Ministry this year. The implementation of the Strategy of Rural Development in Armenia for 2016-2015, according to its authors, will give an option for sustainable development of regions. It is exactly for this purpose, that another entity - Rural Development Investment Fund has been created. It will accumulate all the loan and grant assets allocated for the development of regions.
