ArmInfo. In Armenia, the model of the management of the electric power complex that has been in force since 2001 will be changed. Deputy Minister of Energy Infrastructures and Natural Resources Hayk Harutyunyan stated at the hearings in the parliamentary commission on economic issues, presenting amendments to the laws "On Energy", "On Licensing" and "On State Duty".
According to the deputy minister, within the framework of the reforms it is planned to make a transition from the model of the only buyer - the seller of electricity to a new, liberalized model, within the framework of which it is planned to introduce new instruments for interstate trade. As a priority, the bill provides for the use of mechanisms to protect consumer rights and the distribution of responsibilities between market participants. It is also planned to divide the mechanisms of supply and distribution of electricity, the purpose of which will be the gradual involvement of new players on the electricity market, which in turn will lead to competition in the market. At the same time, separate licenses for the import and export of electricity, which are currently provided for the payment of state duty in the amount of 5 thousandth of the base fee, will be combined into one. At the same time, the state fee for obtaining a license will be reduced to 1 thousandth of the basic fee.
The deputy minister stressed that the adoption and application of the bill will positively affect the investment and business environment.
