ArmInfo. The Office of the Armenian Ombudsman presented an opinion on the draft government program to assist officers in acquiring apartments or houses in the form of long-term affordable mortgage loans on preferential terms.
According to the press service of the Ombudsman's office, the Human Rights Defender proposed introducing into the program a provision according to which illegally dismissed but reinstated officers would continue to use the interest rate subsidy program and the conditions for the return of income tax. It was also proposed to clarify the size of state subsidies, as well as the requirements for applications.
Earlier, the Armenian Ministry of Defense presented for discussion the targeted state program "Affordable Housing for Military Personnel", according to which current officers of the Armenian armed forces will have the opportunity to purchase or build housing through a long-term mortgage on preferential terms. According to the program, servicemen will be able to buy housing from constructors, as well as buy an apartment or house on the secondary market in the regions of the republic, or build a house in a mortgage for a period of 20 years and at 9% per annum. At the same time, the state will subsidize 4% of the interest rate, while the remaining 5% will be paid by borrowers in expense of income tax. In addition, the program provides subsidization of 10% of the prepayment of the cost of housing. Within the program, the maximum amount for the purchase of housing is 28.5 million drams. Each year, 400 Ministry of Defense personnel, 37 police officers, 25 employees of the National Security Service and 5 employees of the Penitentiary Service will be able to become beneficiaries of the program.
