ArmInfo. Loafers who flooded the state apparatus should be optimized first. The Prime Minister of the Republic of Armenia Nikol Pashinyan said this on April 4 at a government meeting, commenting on the situation with delays in the payment of pensions and benefits.
Referring to the relevant question to the Minister of Labor and Social Security Zaruhi Batoyan, the prime minister asked about the reason for these delays.
The minister replied that the problem is connected with the work of some electronic systems in the state apparatus, as well as in the regional social security departments and regional administrations. "In the regions, starting from March 29, the issuance of pensions and benefits began. Within 10 days, Haypost should complete this process," Batoyan said. She also noted that these issues are beyond the competence of the government, for the timeliness of payments the regional administrations and territorial structures are responsible.
Head of the Ministry of Finance Atom Janjughazyan, in turn, said that according to the law, the state apparatus is supposed to work with electronic document management and officials must have electronic signatures, but not everyone has it. Of the 10 thousand officials, 2.3 thousand have it. "I say that there are many idle people in the state apparatus," the premier said. He instructed the Minister of Territorial Administration Suren Papikyan to present a list of people for whom the poor were unable to receive their benefits on time. "These people, who did not ensure the fulfillment of the order, will be among the first in the process of optimization. Moreover, understanding the need for electronic signatures, they did not take any steps in this direction," the premier said.
