ArmInfo. The Eurasian Development Bank (EDB) suspended an investment agreement with the major transport company Spayka for $ 67 million due to the commencement of criminal prosecution against the director and owner of the company David Ghazaryan.
This was announced during the special press conference on April 5 by the head of Spayka LLC itself."On Monday, the funds should have been transferred to our account, however, I received a call from the bank and I was informed that the transaction was temporarily suspended because a criminal investigation was being conducted related to me," he said. The head of the company noted that the financing was provided for the implementation of the program, thanks to which thousands of jobs will be created in Armenia with an average salary of 250 thousand drams. In addition, until November, about 500 people were required for the implementation of construction works, which would have been provided with work for 10-11 months. <$ 67 million. We had to receive directly from the EDB, $ 22 million from another bank, and cover the rest with our own funds, "said the businessman.Recall that yesterday the wrong information spread in the media that the head of Spayka LLC was allegedly arrested and accused of tax evasion on a large scale.
No one arrested Kazaryan, he was not even detained. However, the Investigation Department of the State Revenue Committee (SRC) filed a petition with the court of general instance to determine the preventive measure in its relation in the form of arrest. The beginning of the discussions was to begin immediately after the press conference of Kazaryan.According to the SRC, the Spayka for 2014-2015. purchased cheese, pears, apples, Chinese cabbage, tomatoes and other products from third countries that are not members of the EAEU, in Poland and Belgium for their further import to Armenia. Product for the period of 01.01.2015-11.01.2016 through the territory of Georgia was imported into Armenia. When imported to Armenia at the customs border of Georgia, Georgian customs officers were presented with the necessary documentation indicating actual data, including real invoices. However, the Armenian customs officers were presented with false documents that, allegedly, the imported products are exempt from customs duties and VAT, and another company, Greenprodukt LLC, also managed by the Spikes management, acted as the importing organization.
Thus, as noted by the SRC , on the basis of an expert opinion for the period 01/01/2015 to 11.01.2016, by applying the indicated "cunning"the method, without timely declaring the actual data on imported products, "deliberately" without paying a duty and other obligatory payments to the budget, Spayka LLC did not pay to the state treasury 7,036,666,312 drams in the form of customs duties and taxes.Deciding to touch on the political theme, Ghazaryan distanced himself from the former authorities of Armenia, noting that the company has nothing in common with the second President of Armenia Robert Kocharyan, or the son-in- law of the third President Serzh Sargsyan - Mikael Minasian, whose names have for many years, and the media , and the public of the country associated the company. According to him, the company chose to ignore this information then, not to react to it - let them write. Ghazaryan sent inquisitors to get acquainted with the owners of the company on the website of the state register of legal entities of Armenia. At the same time, Ghazaryan noted that the damage inflicted to the state, according to the SRC version of 7 billion drams, does not correspond to reality and concerns another legal entity - Greenprodukt LLC, which, according to him, the CGD representatives somehow connected with SPAYKA LLC . He denied the affiliation of these two companies, saying that the tax authorities, "not finding payers from Greenproduct, cannot close this issue and therefore illegally linked it to LLC SPAYKA in order to recover these funds," he stressed., "Kazaryan addressed to the representatives of the SRC.
At the same time, the businessman noted that the company is ready to pay off the debt to the state, but in the amount corresponding to reality. In conclusion, Ghazaryan noted that even if the petition for his arrest was granted, the company would continue its activities, but , not excluding that the process of purchasing agricultural products from farmers could be stopped in such a case.
