
ArmInfo.In Armenia, the annual state duty established for the annual service of regular passenger traffic is replaced by a one-time state duty established for the provision of the right to service - 100 thousand drams. On December 10, the National Assembly of Armenia adopted in the second and final reading the draft law on amending the laws "On State Duty" and "On Automobile Transport".
As Deputy Minister of Territorial Administration and Infrastructures of the Republic of Armenia Armen Simonyan stated earlier, with the introduction of legislative changes in 2014, the requirement to issue a license for organizing regular passenger transportation was removed, and the requirement for an annual state fee was retained. Meanwhile, there is a state duty for carrying out activities in various fields for perpetual licenses and a one-time payment for carrying out activities - for the entire (certain) period of activity. Thus, the government proposes to apply a similar approach in the case of granting the right to service routes for regular passenger transportation, since the right to service routes in a competitive manner is given for a certain period.
According to the proposed amendment, as the Deputy Minister pointed out, the annual state duty for the annual maintenance of regular passenger traffic is replaced by a one-time state duty for the provision of the right to service. "That is, the fee is not annual, but one-time. The permit has been received, one hundred thousand drams have been paid, the annual fee is no longer paid," he said. Member of the commission, MP from the Civil Contract Babken Tunyan inquired whether this means easing the financial burden of organizations that carry out regular passenger transportation? The deputy minister responded by saying yes.
"Today, according to the tender procedure, regular passenger transportation is possible for a period of ten years. A person who has received permission to service this or that route will pay one hundred thousand drams one time, and not ten times one hundred thousand drams. The agreement will take effect from January 1," explained Simonyan.
