ArmInfo.The Ministry of High-Tech Industry of Armenia is proposing to grant four new primary functions to the Military-Industrial Committee. The National Assembly of Armenia adopted amendments to the law <On the military-industrial complex> in the first reading during its session on October 1st. As the head of the department Mkhitar Hayrapetyan stated when presenting the initiative, this project proposes to grant new functions to the Military-Industrial Committee, which will contribute to the development of the country's military industry.
In particular, a legislative and legal framework is being created for the Committee to develop an appropriate procedure for regulating the formulations of research and experimental design work, as well as their preparation, implementation, accountability and financing. The budget allocated for this area is about AMD 4.2 billion, " Hayrapetyan said. According to the minister, these works are based on innovation and the utilization of the latest technologies in the organization of the military industry. Currently, these works are being carried out, but there are a number of legal relations between the state and the private sector that are not streamlined, he added.
Thus, in terms of sample production, the budget for 2024 is AND 1.5 billion, but there is currently no mechanism in place. "We hope to receive the necessary tools after the adoption of legislative amendments to develop these mechanisms and establish a system, " he noted. The issue related to the process of state experimentation is being addressed within the scope of the 3rd function. "By doing so, we are essentially removing artificial bureaucratic obstacles that seriously impact this process, " he pointed out. The 4th direction will authorize the relevant government agencies to purchase raw materials, products, components, accessories and materials for military purposes in emergency situations, which will then be transferred to specialized private companies. The head of the MTC noted that in recent years, the state order from the Ministry of Defense to domestic manufacturers in the military-industrial complex has increased by 100 times, totaling AMD 171 billion. It should be noted that in 2025, the budget of the Ministry of Defense of Armenia will be approximately AMD 665 billion, which is AMD110.7 billion more than in 2024. This is stated in the message regarding the draft state budget for the following year. In 2025, it is planned to allocate AMD 5,719.8 million for the development of the military-industrial complex.
