The Central Bank of Armenia proposes not to consider information about the Central Bank of the Republic of Armenia's monetary reserves for each denomination, the production technology of the Armenian dram and the features of their protection as a state secret. The draft has been submitted for public discussion on the unified portal of legal acts e-draft.am.
As noted in the explanatory note to the document, in accordance with paragraph 1 of part 2 of Article 7 of the Law , the Government of the Republic of Armenia, by Resolution No. 53-N of January 11, 2024 approved the list of information classified as a state secret by departmental affiliation. According to paragraph 37 of the Appendix to Resolution No. 53-N, information about the Central Bank of the Republic of Armenia's monetary reserves for each denomination, information about the production technology of the Armenian dram and the features of its protection are also classified as a state secret.
At the same time, as noted by the Central Bank, the technical characteristics of the RA banknotes and the security elements used, provided during the tenders for the issue of RA banknotes or the conclusion of contracts, cannot be considered confidential information, since they are the developments of various foreign organizations, are used on the banknotes of many countries and are known worldwide to both manufacturers and experts in this field. Like other banknotes used around the world, Armenian banknotes can also be identified by specialists.
In addition, the security elements of the banknotes are of great public importance for distinguishing genuine banknotes from counterfeit ones, so they are published in the media and on the Internet.
The draft proposes to exclude the words from paragraph 37 of the Appendix to Resolution No. 53-N .
As a result of the adoption of the draft, it is expected to ensure the proper process of issuing the Armenian dram>, - the document says.
