ArmInfo. In the context of unblocking transport communications, outsourcing can facilitate, for example, the creation of a company that will attract investments, because the Crossroads of Peace project has enormous investment potential and interest, but we must be able to consolidate these investments. Armenian Prime Minister Nikol Pashinyan noted this during a press conference on July 16.
"We talk a lot about highways and railways, but it is also important to consider pipelines, power lines, and telecommunications cables in this context. This is an economy that needs be created and managed," the head of government said. He also noted that there are numerous cases of outsourcing in Armenia, some of which have been successful while others have not. In this regard, the Prime Minister gave examples such as the Zvartnots airport, the South Caucasus Railway, and the water operator. "And I don't think that Armenia's sovereignty has been violated in any way. All these enterprises continue to be the property of the Republic of Armenia," he emphasized. Pashinyan noted that much is being said today about leasing, including land. In this regard, he pointed out that according to the legislation of the Republic of Armenia, the focus is on the right to development. And in the logic of development, as he further clarified, after the expiration of the contract, the investments become the property of the Republic of Armenia. "Why I cannot specify this now is because different ideas are still being discussed. If an agreement had been reached or signed, I would be able to voice the details," Pashinyan said.
